How can I prevent my cat from jumping on the counter?

He's still not a year old yet, and he often jumps onto the counter, whether we're here or not. He jumps onto the counter in a location close to a window that faces the outside, but we normally have the blinds closed. We even blockaded the blinds and the window, but he still jumps up. Is there a harmless way to prevent him from jumping up? We've already tried aluminum foil, spraying him with water and citrus furniture spray. None of them work, and my parents are iffy about double-sided sticky tape on the counter, and the same goes for a vinegar mix. Is there still a way to keep him off the counter?
