It takes a long time for my PC to open Windows Live mail with an Athlon XP 2700 and Vista?

It seems like it takes almost 5 minutes, would an Athlon X2 fix that problem and make it fast, plus my hard drive is making alot of noise, but task manager says CPU usage 100%, 2.7 GHz Single Core just doesn't go far these days.
