Low ram usage but 100% pc usage?

prob starts after i tried using cheat for a game. nothing is running n i can't open any folder as they load for ages.tried looking at task manager n nothing seems wrong. remains the same even after i defrag the hard disk. i'm using win7 with 4g memory. anyone knows what to do??
