What possible reason could there be for another "aid" flotilla to Gaza, other than simple provocation?

The land border between Egypt and Gaza has been open for a year. Israel already allows needed humanitarian aid in through normal channels. What POSSIBLE reason could there be for a flotilla to run a declared blockade which has been maintained for over two years, other than simply to provoke a confrontation? If and when that confrontation happens, how can anyone in his right mind blame the party which was provoked, rather than the one going out of its way to start trouble for no good reason?
